UKHCA statement on Panorama programme

The United Home Care Association found the Panorama programme deeply disturbing. As the representative association for homecare providers, UKHCA's mission is to promote and support the sustainable provision of high standard homecare. We understand that all the companies involved in the programme have apologised and taken active steps to learn lessons and improve practice, and that Local Authorities and regulators will be investigating the issues raised.

The programme may have caused concern to users of homecare, their families and care workers. UKHCA does not provide care services but our members do and the reality is that the vast majority of people using homecare value highly the services provided to them, and appreciate the skills and dedication of the 381,000 staff providing their care across the UK. The standard of homecare services has been judged to be good or excellent in the vast majority of cases in England and Scotland.

No-one condones poor practice but the media debate surrounding the programme has quickly identified the issues as symptomatic of underfunding of older people's services by local authorities and central government.

UKHCA has been at pains to explain how the issue of underfunding then impacts on the service, not only in terms of people's experiences of care but also on workforce pay and conditions. In a tightening financial environment there remains an unhelpful buck passing between local and central government about where responsibility for the issue rests - Local Authorities say they have insufficient funds to meet providers real costs and central government say that fee levels are a local responsibility. This results in the unpalatable development of local authorities paying for care "by the minute", purchasing care for short fifteen minute slots and auctioning off care to the lowest bidder.

We are determined to ensure that the attention that the programme has drawn to the impact of these practices on real people leads to positive changes in the way council services are commissioned and funded. We will continue to actively lobby for realistic funding for homecare services to ensure that high quality care can be provided to vulnerable people.

Independent and voluntary sector providers are acutely aware of the need to provide high quality services, and wish to do so. UKHCA will continue to work with providers and regulators on the issues raised by the programme to produce any guidance necessary for the sector.
