The Homecare Deficit 2016

With national recognition of the importance of stable and effective homecare services, "The Homecare Deficit 2016", reveals the extent of under-funding for homecare services for older people across all four administrations of the United Kingdom and exposes the level of risk that councils place on a system intended to support older and disabled people, who should rightly expect their care needs to be properly supported.

The rates that so many councils are paying independent and voluntary homecare providers illustrate the root cause of instability of local homecare markets and the unacceptably low pay and conditions of the homecare workforce.

“The Homecare Deficit 2016” uses data obtained under freedom of information legislation during a sample week in April 2016, shortly after the new National Living Wage became into effect. For reference purposes our 2015 report “The Homecare Deficit” is also available.

This new report provides average prices paid by individual councils, England’s nine government regions and Wales, Scotland and by the Health and Social Care Trusts in Northern Ireland.
