The Policy Exchange, a right wing think tank, has issued a paper on 21st Century Social Care. The central proposal is a system in England of largely free care in people's own homes, with a £5000 per annum per person co-payment for all those earning over one and a half times annual pensioner income, which is about £27,000 pa (the capital component of means-testing would be eliminated). This system would apply to 'complex long term social care' on a needs basis. What's wrong with social care and how we can fix it
