The Procedure Committee of the House of Commons has called for a Budget Committee to be set up quickly to scrutinise Government spending plans 'before the event'. The Committee would take a leading role in 'examining the rationale behind decisions made during multi-annual Spending Reviews, and would consistently monitor how those plans are being implemented'.

The Committee wouldn't be involved in policy decisions as such and would operate in contrast to the Public Accounts Committee which examines expenditure 'after the event'. Should there be a Commons Budget Committee? report
