The Prime Minister has announced there will be a shift from "blanket national measures" to "targeted, local action". From 18 July, local authorities will have new powers to close specific premises, shut public outdoor spaces, and cancel events. Next week, draft regulations are expected that would allow central government to intervene at a local level, regarding matters such as rules on gathering size, business opening, transport and 'stay at home' orders.

£3bn additional funding will be provided to the NHS in England (as well as additional funds being available in Northern Ireland, Scotland and Wales). Additional hospital capacity, including the Nightingale hospitals, will be maintained through the winter and there will be "the biggest ever flu vaccination programme in the history of the UK".

Relaxation of national lockdown measures were also announced: "anybody may use public transport" in England, though people are encouraged to consider alternative means of transport where possible. From 1 August the government will "give employers more discretion, and ask them to make decisions about how their staff can work safely." This may lead to fewer people working from home.
