Prime Minister announces Winter PlanPrime Minister announces Winter Plan

The Prime Minister has announced a Winter Plan. The plan covers the approach to tiered restrictions after the national lockdown restrictions are lifted. It also outlines a 'route back to normality' including increased testing, vaccination and improved treatment for those with the virus.

In England from 2 December, regardless of tier:

  • The stay at home requirement will end, with travel being permitted again subject to guidance in each tier.
  • Shops, personal care, gyms and the wider leisure sector will reopen.
  • Collective worship, weddings and outdoor sports can resume.
  • People will no longer be limited to seeing only one other person in outdoor public spaces - the rule of 6 will now apply outdoors as it did in the previous set of tiers.

Details of restrictions within each tier are outlined in the Plan.

We anticipate further information later this week, including which regions will fall in which Tier.

The Prime Minister also advised that there were discussions underway with the devolved administrations to seek to agree a common "time-limited Christmas dispensation" over the Christmas period. However, he cautioned that this would not be a 'normal' Christmas. Details yet to be announced.
